dc.description.abstractСтаття присвячена аналізу особливостей західної історіографії реформ М. Хрущова в галузі радянської промисловості другої половини 1950-х – першої половини 1960-х рр. Доведено, що Значення західних досліджень історії радянської промисловості в розглянутий період полягає в тому, що вони надавали зарубіжному читачеві значною мірою об’єктивну інформацію про економічну політику та історію радянської промисловості, висвітлюючи як реальні досягнення, так і серйозні проблеми. Також можна говорити і про науковий внесок зарубіжних учених в історіографію економічної історії СРСР. Встановлено, що Причини низької ефективності, а в ряді випадків і деструктивності економічних реформ М. Хрущова західні автори вбачали не у волюнтаризмі чи помилках реформатора, а в їхньому адміністративному, неринковому характері. У цьому відношенні західна ліберальна історіографія суттєво розходиться з радянською літературою другої половини 1960-х – першої половини 1980-х років. Що ж до західної марксистської історіографії, то, хоча вона аж ніяк не йшла у фарватері радянської, її представники пов’язують невдачі в економічній політиці не стільки з характером економічної системи СРСР, скільки з прорахунками партійно-державного керівництва та самого М. Хрущова. Автор приходить до висновків, що наразі, як ми намагалися показати, вже немає різких відмінностей у концептуальних підходах вітчизняних і зарубіжних авторів до проблем радянської промислової політики у 1950-ті – першій половині 1960-х років, так само як і в оцінці історичного значення цього періоду. Однак як у вітчизняній, так і в зарубіжній історіографії цей період усе ще залишається недостатньо дослідженим. Подальше вивчення розвитку радянської економіки в «хрущовське десятиліття» дозволить не лише глибше зрозуміти закономірності еволюції адміністративно-командної економічної системи, а й точніше оцінити можливості та межі реформ, спрямованих на підвищення її ефективності.
dc.description.abstract1The article analyses the distinctive features of Western historiography concerning Nikita Khrushchev’s reforms in Soviet industry during the late 1950s and the early 1960s. It has been stated that the significance of Western studies on the history of Soviet industry during the period under review lies in their provision of largely objective information regarding the economic policy and industrial development of the USSR to the foreign audience. These studies highlighted both genuine achievements and serious challenges. Additionally, it is worth noting the contributions made by overseas scholars to the historiography of the economic history of the Soviet Union. The article shows that Western authors attributed the low efficiency and, in some cases, the destructive nature of Khrushchev’s economic reforms not to voluntarism or the reformer’s personal mistakes, but rather to the administrative, non-market character of the reforms themselves. In this respect, Western liberal historiography significantly diverges from Soviet literature of the late 1960s to the early 1980s. As for Western Marxist historiography, although it did not follow the Soviet line, its representatives tended to attribute the failures of economic policy not so much to the nature of the Soviet economic system, but to the miscalculations of the party-state leadership and Khrushchev himself. The author concludes that, as this study has sought to demonstrate, there are no longer sharp conceptual differences between domestic and foreign scholars in their approaches to the issues of Soviet industrial policy in the 1950s and the early 1960s, nor in their assessments of the historical significance of this period. Nevertheless, this era remains insufficiently explored in both Ukrainian and international historiography. Further research into the development of the Soviet economy during the “Khrushchev decade” will not only provide a deeper understanding of the patterns of evolution within the administrative-command system, but also allow for a more accurate evaluation of the possibilities and limitations of reforms aimed at improving its efficiency.
