dc.description.abstractПредставлена динамика індексу очікуваної ділової активності, який показує на погіршення ситуації із-за посилення інтенсивності бойових дій та обстрілів інфраструктурних об’єктів. Проаналізовано міжнародний історичний досвід, що може стати ключовим фактором успішного повоєнного відновлення України. Узагальнено заходи для стійкого зростання бізнесу в умовах війни (генерування та впровадження соціальних інновацій; розвиток технологій подвійного призначення та орієнтація на експортну модель зростання економіки; вдосконалення системи державної підтримки вітчизняного підприємництва й адаптувати її до європейських стандартів; подальша діджиталізація суспільства і бізнесу) та в повоєнний період (поєднання розвитку народного підприємництва з формуванням державних і приватних корпорацій; формування пакета інвестиційних проєктів із залученням коштів іноземних інвесторів; розбудова промисловості з урахуванням принципів «зеленої» економіки; розвиток мережі спеціальних економічних зон і технопарків; впровадження політики «Індустрія 5.0» із залученням провідних технологічних світових компаній).
dc.description.abstract1According to the results of the survey of the managers of industrial enterprises, modern challenges and obstacles to the growth of production in the conditions of war are presented, among which the main ones are: unfavorable political situation (51% of respondents), low demand (39%), unfavorable regulatory climate (32%). According to the results of the NBU study, the expected business activity index (BAEI) in May 2024 was 48.0 against 52.3 in April, which indicates a worsening of the situation due to the increase in the intensity of hostilities and shelling of infrastructure facilities, a shortage of electricity, an increase in production expenses, etc. The international historical experience, which can become a key factor in the successful post-war recovery of Ukraine, is analyzed. Measures for sustainable business growth in wartime conditions are presented: generation, production and implementation of social innovations for the economic recovery of regions through purposeful relocation of human capital, including intellectual; development of dual purpose technologies and orientation towards the export model of economic growth; improving the system of state support for domestic entrepreneurship and adapting it to European standards. The following measures will also become relevant in the post-war period: combining the development of national entrepreneurship with the formation of state and private corporations capable of withstanding global competition on world markets; formation of a package of investment projects that can be implemented with the involvement of funds from foreign investors in the affected regions, which will comply with the European industrial policy; development of industry taking into account the principles of the "green" economy, which involves the restoration of destroyed enterprises with higher levels of labor productivity, energy efficiency and climate neutrality, a larger volume of manufactured products; development of a network of special economic zones and technology parks, small and medium-sized businesses (startups); implementation of the "Industry 5.0" policy for Ukrainian business with the involvement of leading global technology companies.
