Кваліфікаційна робота на здобуття освітньо-кваліфікаційного рівня магістр за спеціальністю 073 ''Менеджмент'' – Національний університет кораблебудування імені адмірала Макарова, Миколаїв, 2022. Кваліфікаційна робота присвячена проблемам теоретичних, методичних і прикладних аспектів стратегічного планування соціально-економічного розвитку громади в умовах післявоєнної відбудови. У роботі здійснено діагностику стану Єланецької територіальної громади Миколаївської області як основи планування її соціально-економічного розвитку та оцінено чинну практику організаційного забезпечення стратегічного планування розвитку досліджуваної громади. Запропоновані напрями удосконалення практики розробки стратегії соціально-економічного розвитку громади та, в кожному з них, – необхідні кроки місцевої влади для трансформації системи стратегічного планування, фінансування, інституційної розбудови та зміцнення, створення системи моніторингу та оцінки відновлення і розвитку. Надано пропозиції щодо удосконалення комунікацій ОМС Єланецької територіальної громади при розробці стратегії соціально-економічного розвитку громади в умовах післявоєнної відбудови. В умовах післявоєнної відбудови органи місцевого самоврядування Єланецької громади повинні налагодити синергетичну взаємодію трьох сфер своєї управлінської діяльності: стратегічного планування, бюджетування та ефективних комунікацій.

''Strategic planning of social and economic development of the community in the conditions of post-war reconstruction'' Qualification work for obtaining the educational and qualification level of master in the specialty 073 ''Management ''– Admiral Makarov National University of Shipbuilding, Mykolaiv, 2022. The qualification work is devoted to the problems of theoretical, methodical and applied aspects of strategic planning of social and economic development of the community in the conditions of post-war reconstruction. The work diagnoses the state of the Yelanets territorial community of the Mykolaiv region as a basis for planning its socio-economic development and evaluates the current practice of organizational support for strategic planning of the development of the community under study. Proposed directions for improving the practice of developing a strategy for socioeconomic development of the community and, in each of them, the necessary steps of local authorities to transform the system of strategic planning, financing, institutionaldevelopment and strengthening, creation of a system of monitoring and evaluation of recovery and development. Proposals for improving the communications of the local government of the Yelanets territorial community during the development of the community's socio-economic development strategy in the conditions of post-war reconstruction have been provided. In the conditions of post-war reconstruction, the local self-government bodies of the Yelanets community must establish a synergistic interaction of three areas of their management activities: strategic planning, budgeting, and effective communications.
