dc.description.abstractУ роботі досліджено теоретико-методологічні аспекти застосування економічних санкцій як засобу політичного впливу. Досліджено приклади ефективності та неефективності застосування економічних санкцій у світовій історії. Обґрунтовано, що економічні санкції, такі, як обмеження на торгівлю або фінансові операції, часто застосовуються для тиску на країни і досягнення політичних змін. Однак вони також можуть суттєво торкнутися звичайних громадян та створити гуманітарні і соціальні проблеми. В зв’язку з цим у роботі підкреслено важливість існування балансу між досягненням політичних цілей та мінімізацією негативних наслідків для пересічних громадян. Доведено, що властивістю економічних санкцій є те, що вони виступають лише інструментом зовнішньої політики, але ніколи не стають її втіленням. Це міркування є дуже суттєвим при оцінці ефективності санкцій: санкції як такі можуть здобути той чи інший ефект, однак оцінювати слід не ефективність санкцій, а ефективність політики, частиною якої вони є. Керуючись цим, з’ясовано, що завдяки своїм розмірам і ресурсам РФ змогла значно знизити негативний вплив західних санкцій, які застосовуються з 2014 року, на економіку. Однак довгострокова ефективність цих стратегій ставиться під сумнів, оскільки західні країни вдосконалюють свої механізми контролю і вводять нові санкції у відповідь на дії Росії на міжнародній арені. Внаслідок порівняння санкційних систем США та ЄС виявлено, що США найбільше у світі запроваджують санкцій. Поліпшення механізму застосування економічних санкцій – складна і багатогранна задача, яка вимагає інтеграції різних підходів і технологій. Пріоритетами в цьому процесі повинні бути точність і спрямованість санкцій, технологічні інновації, міжнародна координація, прозорість і підзвітність, а також постійний моніторинг і оцінка ефективності. Тільки комплексний підхід до вдосконалення механізмів санкцій може забезпечити його ефективність і сприяти зміцненню глобальної безпеки.
dc.description.abstract1The paper examines the theoretical and methodological aspects of the application of economic sanctions as a means of political influence. Examples of the effectiveness and ineffectiveness of the application of economic sanctions in world history are studied. It has been argued that economic sanctions, such as restrictions on trade or financial transactions, are often used to pressure countries and achieve political change. However, they can also significantly affect ordinary citizens and create humanitarian and social problems. In this regard, the work emphasizes the importance of a balance between the achievement of political goals and the minimization of negative consequences for ordinary citizens. It has been proven that the property of economic sanctions is that they act only as a tool of foreign policy, but never become its embodiment. This consideration is very important when evaluating the effectiveness of sanctions: sanctions as such can have one or another effect, but it is not the effectiveness of sanctions that should be evaluated, but the effectiveness of the policy of which they are a part. Guided by this, it was found that thanks to its size and resources, the Russian Federation was able to significantly reduce the negative impact of Western sanctions, which have been applied since 2014, on the economy. However, the long-term effectiveness of these strategies is being questioned as Western countries improve their control mechanisms and introduce new sanctions in response to Russia's actions on the international stage. As a result of the comparison of the sanctions systems of the USA and the EU, it was found that the USA imposes sanctions the most in the world. Improving the mechanism of applying economic sanctions is a complex and multifaceted task that requires the integration of various approaches and technologies. Priorities in this process should be precision and targeting of sanctions, technological innovation, international coordination, transparency and accountability, as well as continuous monitoring and evaluation of effectiveness. Only a comprehensive approach to improving sanctions mechanisms can ensure its effectiveness and contribute to strengthening global security.
