dc.description.abstractАктуальність дослідження пов’язана із необхідністю вирішення важливої стратегічної проблеми України – збереження і розвиток трудового потенціалу. Проблема нині загострюється не тільки деструктивними процесами в економіці, зокрема на ринку праці, демографічною кризою, протікання пандемії COVID-19, але і війною. В основі розробки державних програм в напряму збереження і розвитку трудового потенціалу має бути покладений механізм його оцінювання. Саме це вимагає формування теоретико-методологічних основ моделювання трудового потенціалу. Тому на першому етапі створення зазначеного механізму має бути формування відповідної бази знань. Метою статті є розробка теоретико-методологічних основ формування бази даних для моделювання трудового потенціалу України як важливої передумови його збереження і розвитку. Обґрунтовано гіпотезу, що інтегральні оцінки набувають нині актуальності у вимірюванні трудового потенціалу, зокрема України. Визначено теоретико-методологічні засади процесу моделювання трудового потенціалу України. Запропоновано оцінювати трудовий потенціал України на основі застосування теорії нечіткої логіки. Узагальнено алгоритм моделювання трудового потенціалу України. Запропоновано конкретні параметри математичної моделі оцінювання трудового потенціалу та наведено склад факторів, які мають бути визначені при його оцінюванні. Побудовано дерево логічного висновку ієрархічних зв’язків факторів та визначені терми для оцінки трудового потенціалу України. Запропонована експертно-моделююча математична модель, яка ґрунтується на теорії нечіткої логіки. В структуру даної моделі включаються три групи факторів медико-демографічні, соціальноекономічні і освітні, які дозволили сформувати базу знань і побудувати систему нечітких логічних рівнянь для оцінювання стану трудового потенціалу. Використовуючи систему нечітких логічних рівнянь та здійснивши відповідні математичні розрахунки можна отримати узагальнене кількісне значення оцінювання трудового потенціалу України. Запропонований підхід моделювання трудового потенціалу України здатний підвищити ефективність системи державних управлінських рішень в напряму збереження і розвитку трудового потенціалу, підвищення ефективності функціонування ринку праці та економіки в цілому.uk_UA
dc.description.abstract1The relevance of the study is related to the need to solve an important strategic problem of Ukraine – the preservation and development of labor potential. The problem is currently being aggravated not only by destructive processes in the economy, in particular in the labor market, the demographic crisis, the spread of the COVID-19 pandemic, but also by war. The development of state programs in the direction of preservation and development of labor potential should be based on the mechanism of its assessment. It is this that requires the formation of the theoretical and methodological foundations of labor potential modeling. Therefore, the first stage of creating the mentioned mechanism should be the formation of an appropriate knowledge base. The purpose of the article is to develop the theoretical and methodological foundations of creating a database for modeling the labor potential of Ukraine as an important prerequisite for its preservation and development. The hypothesis that integral evaluations are now gaining relevance in measuring the labor potential, in particular in Ukraine, is substantiated. The theoretical and methodological principles of the process of modeling the labor potential of Ukraine have been determined. It is proposed to evaluate the labor potential of Ukraine based on the application of the theory of fuzzy logic. The algorithm for modeling the labor potential of Ukraine is generalized. Specific parameters of the mathematical model of labor potential assessment are proposed and the composition of factors that must be determined during its assessment is given. A tree of logical conclusions of hierarchical relationships of factors was built and terms were determined for assessing the labor potential of Ukraine. An expert modeling mathematical model based on the theory of fuzzy logic is proposed. The structure of this model includes three groups of medical-demographic, socio-economic, and educational factors, which made it possible to form a knowledge base and build a system of fuzzy logic equations for assessing the state of labor potential. Using a system of fuzzy logical equations and performing appropriate mathematical calculations, it is possible to obtain a generalized quantitative value of the assessment of the labor potential of Ukraine. The proposed approach of modeling the labor potential of Ukraine is able to increase the efficiency of the system of state management decisions in the direction of preserving and developing the labor potential, increasing the efficiency of the functioning of the labor market and the economy as a whole.uk_UA
