dc.description.abstractВ статті аналізується процес формування мережі національних адміністративно-територіальних одиниць в УСРР. Створення національних рад і районів було єдиним на той час виходом з глухого куту міжнаціональних суперечностей в місцях розселення етнічних меншин, у який вони зайшли завдяки першим рокам врядування більшовиків, здійснення аграрної революції, перших кроків НЕПу та голоду 1921–1922 рр. Реальним виходом з досить гострої політичної кризи у взаєминах радянської влади з компактними національними меншинами стало висунення проекту створення національних рад і районів. Вже на середину 1930-х рр. потреби в існуванні особливих національних адміністративно-територіальних одиниць не було. Здійснення суцільної колективізації та відносна стабілізація колгоспного ладу зробила ліквідацію національних рад і районів безальтернативною. Національні ради і райони були штучними утвореннями в тому розумінні, що вони не відповідали загальній концепції адміністративного структурування УСРР, в низці випадків створювалися, виходячи з політичних міркувань всупереч логіці господарського розвитку регіонів та інтересам економічної інтеграції республіки.uk_UA
dc.description.abstract1The article analyzes the process of forming a network of national administrative-territorial units in the Ukrainian SSR. The creation of national councils and regions was the only way out of the deadlock of interethnic contradictions in the places of resettlement of ethnic minorities, which they entered thanks to the first years of Bolshevik ruling, the implementation of the agrarian revolution, the first steps of the new economical policy(nep) and the famine of 1921–1922. A real way out of a rather acute political crisis in the relations between the Soviet government and compact national minorities was the nomination of a project to create national councils and regions the mid-1930s. The need for the existence of special national administrative-territorial units was NOT soft. The continuous collectivization and the relative stabilization of the collective farm system made the elimination of national councils and districts uncontested. National councils and regions were artificial entities in the sense that they did not correspond to the general concept of administrative structuring of the Ukrainian SSR, in some cases they were created based on political considerations contrary to the logic of economic development of the regions and the interests of the economic integration of the republic.uk_UA
