Анотація
Метою статті є обґрунтування стратегічних орієнтирів розвитку системи управління як вагомого чинника активізації малого підприємництва, використовуючи раціонально функції планування та підвищення компетенцій персоналу підприємств.
The purpose of the article is to substantiate the strategic guidelines for the development of the management system as a significant factor in the activation of small business, using rationally the functions of planning and enhancing the competencies of enterprise personnel. Analysis of the economic development of small business in Ukraine showed negative trends for the period under review. The number of business entities and the number of employees significantly decreased. However, we see a positive trend in increasing the volume of sales of products (goods, services) by small enterprises. At the same time they are almost 23% unprofitable. We see this tendency at the expense of an incorrectly chosen management approach, the inadequate use of management functions and the incompetence of small business executives. In order to function in the conditions of economic destabilization and market uncertainty, small businesses need to seek new approaches to management, using their own and foreign experience. The main part of small business management relies on the considered stages of strategic planning haphazardly, occasionally, ignoring the need to use them. Using planning, describing your goals and tracking them online will create the most favorableconditions forthe company to grow, strengthen it in the market and effectively distributethe resources available within the organization. Ukrainian management has no systematic knowledge in the field of competence approach in small business management and, as a result, poorly guided in the process and tools of increasing competence, does not individually encourage competent professionals, which in turn has a negative impact on labor productivity and competitiveness. This situation needs increasing requirements for the management of human resources, taking into account the competencies of employees. The proposed list ofcompetencies can be used to plan the employee's future development for the benefit of the enterprise. Increasing the competence level of management personnel, validity of strategic development direction, identification of strengths and weaknesses, potential opportunities and threats, as well as realtime situation monitoring, will create themost favorable conditions for the growth of small businesses and their strengthening in the market.
