dc.description.abstractДосліджено, що інвестиційна інфраструктура розглядається переважно з позицій державного та управлінського рівня і спрямована на забезпечення інвестиційного розвитку регіону, пріоритетних галузей та видів економічної діяльності. Проте інвестиційні вкладення здійснюються суб'єктами ринкової економіки, а саме, інвесторами, кожний з яких переслідує насамперед комерційні цілі. Саме тому важливим напрямом оцінки інвестиційної інфраструктури є саме оцінка ефективності її функціонування з позицій діючих та потенційних інвесторів, що забезпечать економічну безпеку. Проаналізовано регіональні інституції розвитку бізнесу та інвестицій, як головного фактору економічної безпеки. Станом на початок 2019 року Одеська область є аутсайдером за рівнем інституційного забезпечення інвестиційної діяльності, як порівняно з Миколаївською і Херсонською областями, так і у порівнянні з іншими регіонами України. Як показали статистичні дані, на кінець 2016 року на території Одеської області не діяло жодної з інституцій інвестиційної інфраструктури. Позитивним є створення протягом 2017–2018 років 3 бізнес-центрів, 4 фондів підтримки підприємництва, а також 20 об'єктів інфраструктури, створених за участю місцевих органів влади. Загалом, як по Україні, так і в Причорноморському регіоні спостерігається активізація процесів формування громадських, приватних та регіональних інституцій інвестиційної інфраструктури. Зокрема загальна кількість таких об'єктів по Україні за період 2017–2018 років зросла на 26%, а по областях, окрім Херсонської, де відбулось скорочення 6 інвестиційних фондів, приріст складає від 100 % (Одеська область) до 30 % (Миколаївська область). Попри скорочення 6 інвестиційних фондів у Херсонській області за аналізований період створено 1 бізнес-центр, 3 бізнес-інкубатори та 1 технопарк. Лідером щодо функціонування та розвитку обертів інституційної інфраструктури інвестиційного розвитку є м. Київ, де кількість таких організацій налічується сотнями, а також Харківська, Полтавська і Донецька області. Доведено, що трансформація та розбудова інвестиційної інфраструктури забезпечить економічну безпеку як на національному, так і на регіональному рівнях.uk_UA
dc.description.abstract1It is investigated that the investment infrastructure is considered mainly from the standpoint of the state and administrative level and is aimed at ensuring the investment development of the region, priority industries and types of economic activity. However, investments are made by market economy actors, namely investors, each of whom pursues primarily commercial goals. That is why an important area of investment infrastructure assessment is to assess the effectiveness of its operation from the standpoint of existing and potential investors that will ensure economic security. Regional institutions of business development and investment as the main factor of economic security are analyzed. As of the beginning of 2019, Odesa region is an outsider in terms of the level of institutional support for investment activities, both in comparison with Mykolayiv and Kherson regions, and in comparison with other regions of Ukraine. According to statistics, at the end of 2016, none of the investment infrastructure institutions was operating in the Odessa region. Positive is the creation during 2017–2018 of 3 business centers, 4 business support funds, as well as 20 infrastructure facilities created with the participation of local authorities. In general, both in Ukraine and in the Black Sea region, there is an intensification of the processes of formation of public, private and regional institutions of investment infrastructure. In particular, the total number of such facilities in Ukraine for the period 2017–2018 increased by 26%, and in the regions, except Kherson, where there was a reduction of 6 investment funds, the increase is from 100% (Odessa region) to 30% (Mykolaiv region). Despite the reduction of 6 investment funds in the Kherson region during the analyzed period, 1 business center, 3 business incubators and 1 technology park were created. The leader in the functioning and development of the institutional infrastructure of investment development is the city of Kyiv, where the number of such organizations is in the hundreds, as well as Kharkiv, Poltava and Donetsk regions. It is proved that the transformation and development of investment infrastructure will ensure economic security at both national and regional levels.uk_UA
